Section One: Introduction

This handbook is designed to serve as a resource for members of student organizations at the University of Baltimore.  Included is information regarding student organization operations, University and State of Maryland policies and procedures, as well as basic leadership information to help you fulfill your role as a leader in your organization.

CSEI reserves the right to modify the handbook at any time with or without notice.  A current copy of the handbook will be present on CSEI's website at all times.

Note: The handbook was written exclusively for the use of University of Baltimore organizations.  Certain policies and procedures have been adapted to meet the needs of fee based budgets only.  Other persons or organizations should check with Accounts Payable before using the budget information in the handbook.

The Rosenberg Center for Student Involvement (CSEI)

The Rosenberg Center for Student Engagement and Inclusion (CSEI) is committed to providing assistance to all student organizations. CSEI is responsible for all aspects of student organization activity at the University of Baltimore. CSEI is fully responsible for and has the ultimate authority in overseeing the operations of all registered student organizations.


The Rosenberg Center for Student Engagement offers opportunties for personal development and lifelong learning through participation in numerous events, activities, and organizations. The center also equips students to transition to college life, serve their community, and celebrate their academic journey.


The Center for Student Engagement and Inclusion seeks to foster a vibrant community of students who are engaged with campus life.


  • Student Agency: We are committed to empowering students to author their own academic journey, make decisions for themselves and their organizations, and take charge of the development of their personal and professional lives.
  • Transformation:  We create transformative programs that prepare students to engage deeply on campus, in their communities, and in their careers and acknowledge the role of transition and growth in the college experience.
  • Diversity and Inclusion: We create space for a diverse community of learners and ensure that the college experience is inclusive and representative of our global culture.
  • Civic Leadership: We value students' role as leaders in their communities and offer opportunities to develop and promote active and engaged citizens.

Student Organization Funding System

Funding System - Overview

Student organization funding at UB is through student agency fees, collected by the university on behalf of Student Government Association (SGA) and Student Bar Association (SBA). Fee funds are distributed amongst undergraduate and graduate organizations by the Student Government Association Finanance Committee (SGAFC). Fees collected on behalf of SBA are managed by a separate office and policy. In addition to distribution of funds, SGAFC will regularly review policy related to use of fee funds.

Student Government Association Finance Committee
Members of the SGA senate, the SGA treasurer, a financial advisor, and the CSEI Graduate Assistant for Financial Operations (for record-keeping purposes only) sit on this committee to distribute funds to undergraduate and graduate student organizations. Center for Student Engagement and Inclusion
